Lobbying Ordinance Refined and Affirmed

Portland’s lobbying regulations were passed a year ago and have been in effect for about eight months. Its purpose is to increase transparency in City government.

Over 50 lobbying entities registered under the regulations. The number of entities that filed reports has increased each quarter. Sam and staff performed a thorough review of the registration procedures and submitted a report critiquing the system and making recommendations.

An update to the lobbying regulations was unanimously adopted requiring all elected city officials to submit declarations whether or not they have received gifts. However, although council was not prepared to reduce the 16-hour threshold requiring registration, there was strong support for this change from the public and advocates.

Sam will perform another 6-month review and submit a report in the fall of 2007. The regulations require city lobbying entities to register with the city and report what city officials they talked with, the subject discussed, the amount of money spent to lobby and when the lobbying occurred.

Maria Lynn Futalan Lim is Sam and Tom's scheduler and your first contact to Commissioner Sam Adams’ Office. She welcomes visitors and provides staff support. Maria helps to set the tone of our office and ensures that everything runs smoothly.

Maria immigrated to Portland from the Philippines fifteen years ago. She earned her Bachelor of Science Degree in Nursing from La Concordia College in Manila, Philippines before coming to America . She is also a graduate of the Microcomputer Applications Program at Columbia College in Clackamas. She has a varied employment background that includes working as an Administrative Officer for Adworks Filmworks Advertising, an Imaging Specialist for Legacy Good Samaritan Medical Center, and six years of retail experience for Meier and Frank and Fred Meyer. She also volunteers to teach Sunday school from fall to spring.

One thing Maria finds fascinating about Portland is the rain. She loves to travel, and of all the places she’s been to, Austria is her favorite. She is passionate about her plants and cooking. As a true “working mom”, Maria’s non-working time revolves around her five children and her husband, Jim.

David Gonzalez - Operations Manager

David Gonzalez is the Operations Manager for Commissioner Sam Adams. David is part scheduler, part concierge and all around problem solver for the office. The bulk of David's time is devoted to Sam's calendar, special event planning and intern recruitment.

Originally from the great state of New York, David moved to Portland in 2004 from San Francisco where he worked most recently as the Conference Coordinator for the California Wellness Foundation’s efforts on youth violence prevention. Previously, David worked as Office Manager and on special projects for Staton-Hughes, a strategic communications consulting firm. David’s favorite projects at Staton-Hughes included managing the successful campaign of Nancy Davis for Superior Court Judge and as scheduler for the Susan Leal for San Francisco Mayor campaign.

David is single and lives in Southwest Portland.

Jesse Beason - Senior Policy Director

Arts & Culture, Housing and Planning

Jesse focuses on issues and policy relating to housing, arts & culture and planning. Jesse moved from Denver, Colorado to Portland to attend Lewis & Clark College in 1999 and has not thought of living elsewhere since. He served as Communications Director for the Phil Busse for Mayor campaign, volunteered extensively for the No on Constitutional Amendment 36 campaign, and managed publicity for community nonprofit fundraisers. Jesse worked at Metro regional government in public affairs before joining Sam’s staff. Jesse is a staunch believer in the common good and cites Barbara Jordan whenever appropriate.

Elicia Cardenas

Assistant to Gordon Johnston, Citizens' Advocate

Elicia has a strong background in community involvement, holding the position of Vice-Chair of Portland's Bicycle Advisory Committee, and is an active member of SHIFT, a bike fun organization. She is also bicycle safety teacher for the Bicycle Transportation Alliance. Elicia comes from a performing background, having worked as part of the stage managment team for Oregon Ballet Theate, Portland Opera, Oregon Children's Theatre, and currently, Oregon Symphony. Elicia moved to Portland from Boston in 1997, left to be an opera stage manager for three years, and returned again in 2000 to ride her bike.

Roland Chlapowski Roland Chlapowski focuses on transportation-related issues with the Portland Office of Transportation (PDOT) and serves as the liaison to PDOT for Sam. Educated with a background in economics, he also lends his efforts to economic policy issues from time to time.

Roland grew up in the Boston area and moved to Portland to attend Reed College. There, he was active in community service, environmental activism, and student government. He also worked in the Reed Admission Office and was an economics, math, and biology tutor at the school's Quantitative Skills Center. He graduated from Reed with a bachelor’s degree in economics and has come to love Portland so much that he now calls it home.

Interested in environmental issues, public health, economic and social policy, Roland wrote his thesis on the economics of quality of life. He has also written several editorials regarding same-sex marriage that have been published in both Portland and Boston. Now he lends his energies to furthering Sam’s economic development and transportation goals.

When not in the office, Roland is an avid reader, a news junkie, nature enthusiast, vegan gastronome, and collector of vintage clothes and furniture.

Max Thorn Coffman

Max2007Max uses his policy and data analysis skills to support Sam and Roland on special transportation projects. He grew up in Houston, Texas, and wants to help keep Portland as different from Houston as possible. His educational experience includes international relations, sustainable development and urban planning. He speaks mediocre Spanish and Mandarin Chinese, and is always looking for patient language partners.

He has been named a USDOT Outstanding Student of the Year, a finalist for the Prsidential Management Fellowship, recipient of the ITS Oregon 2007 Scholarship, and a Fellow of the Eno Leadership Development Conference.

Brian Russell - Roving Intern

Not your typical city government intern, Brian comes to us from the world of food. He has spent the majority of his life in front of cutting boards and gas burners. He has headed local restaurants, such as Carlyle, La Prima and La Buca, and even owned his own establishment, Café Fraiche, in Sherwood. He has always embraced the communal aspect of sharing a meal, especially when the food is prepared with love. After the birth of his two beautiful daughters, he had a change in perspective, an epiphany, if you will.

Now, his goals are for the long-term benefit of his children and all the children of Portland. Brian is a neophyte in city government, but has a passion for the various issues challenging our community, such as environmental sustainability, funding education and improving the local economy. He hopes that this experience in Commissioner Adams' office will give him the experience and tools needed to continue to best serve the public interest.

Brian feels as though he has been adopted by Oregon, but he was actually born and raised in Indiana. There, at Purdue University, he met his lovely wife, Laura, who is very supportive of his career change. Brian loves a good laugh and is always there when someone needs support.

Rebecca Toland - Citizens' Advocate Intern

As a graduate student at Portland State University's School of Public Administration, Rebecca Toland joined the office this fall to work with Gordon Johnston, Commissioner Adams’ Citizens’ Advocate, on a wide array of public issues.

Rebecca grew up in the Chicago area, but headed west for college and never looked back. She received a degree in Fish and Wildlife biology from Montana State University, but devoted the next several years to motherhood. Rebecca has had a diverse work life, including the roles of coffee shop barista, medical office receptionist, and natural childbirth educator and doula (a birthing assistant). Since moving to Portland in 2002, she has primarily worked in retail management.

Prior to finding her ideal home in Portland, she lived in Bozeman, MT; Tucson, AZ; Alameda, CA and Eugene and Corvallis, OR. Never one to turn down an opportunity for adventure, Rebecca loves running marathons, backpacking, cross-country skiing and road-trips.

Rebecca’s interest in public advocacy began when she volunteered as a counselor on a child-abuse prevention hotline in Oakland, CA. In Portland, she has served on volunteer projects with her husband and children through Hands on Portland. She became politically active after the 2000 presidential election, which opened her eyes to the reality that even in America, the will of the people could be usurped by the ambition of a few.

Andrew Tuttle - Staff Intern

Home for the summer from school, Andrew is interning for the office working on a number of office projects. Andrew has just finished his first year at The George Washington University in Washington, D.C. where he is studying International Affairs and German Language and Literature.

After spending a year living in Düsseldorf, Germany as a junior in high school, Andrew developed an interest in international policy making and has decided to test the waters in municipal policy. Andrew will be returning to Germany in late August to study at the Humboldt University in Berlin and to further pursue his double major.

Andrew was born and raised in Clackamas, Oregon but is currently residing in Sellwood. A true native and lover of Portland, Andrew is excited to participate in and experience first-hand, some of the inner-workings of local government and how policies are made and implemented in such a diverse and dynamic office environment.
