Citing US Patriot Act provisions, Sam votes to withdraw City from the Joint Terrorism Task Force

In early January, 2005 the new City Council faced the decision of whether or not to withdraw from the FBI-led Joint Terrorism Task Force (JTTF).
Two Portland Police Officers had been assigned to the JTTF since 1997, and while Council had renewed participation in 2003, Sam had serious reservations about provisions of the USA Patriot Act* that had expanded law enforcement powers since the City of Portland first joined the JTTF.
On April 28, 2005, Sam joined 3 other Council members in the binding Resolution to formally withdraw from the JTTF and establish new protocols for cooperating with the FBI on terrorism investigations.

Milestone:
*Congress faced required sunset or renewal of the Patriot Act in December, 2005; as a result of serious concerns by members from both parties in both houses, Congress decided to extend the Act for only 30 days to allow further consideration.
