Wsilogo_1 Worksystems, Inc. (WSI) is a nonprofit organization that connects job seekers with employers by funding career placement and training services. WSI is staff to the local Workforce Investment Board for Oregon Region 2. The region consists of the City of Portland, Multnomah and Washington Counties. Sam is the local elected official representing the City of Portland. Sam first task was help hired a new executive director. This past year, Andrew McGough was appointed to serve as the Executive Director. Andrew has served as WSI’s Chief Operating Officer since October 2004 and brings to the position more than 15 years of leadership experience in workforce development organizations in Oregon, Washington State, and Washington, D.C.

Another significant change as a result of Sam's leadership was restructuring the board. WSI had been making decisions as a 40+ member board plus direct grant recipients were serving on the board. Sam thought that it was necessary to have a smaller, more responsive board as well as removing board members with conflicts of interest. Now, WSI has a non-profit board made of nine members and workforce investment board of 37 to set policy for WSI.
