CITY AUDITOR RELEASES 15th ANNUAL REPORT ON CITY GOVERNMENT PERFORMANCE

The results are in, and Portland City Auditor Gary Blackmer today is releasing the 15th annual report on City government performance -- the 2004-05 Service Efforts and Accomplishments (SEA) report.  The report also includes the results of the 15th annual citizen survey and the 3rd annual business survey -- with both surveys asking respondents to rate their satisfaction with City services. 

The SEA report includes an analysis of performance for the City's major service areas, including police, fire, transportation, water, sewers, parks and housing & development.  Some comparisons are also made with other cities, in a variety of service areas.

"In addition to informing decision-makers and the public about City services," City Auditor Blackmer said, "the report is a critical ingredient in the City's Managing for Results (MFR) initiative.  Reporting on government services and results is necessary to achieve this initiative."

This year, 75 neighborhood areas were surveyed separately to get input on how neighborhoods feel about various City services and other issues, like livability.  While results in the printed (and web version) of the full report will break down results at the Neighborhood Coalition level (Northeast, Southwest, North, etc.), a web page will be released soon that will have results for individual neighborhood areas.

A presentation before City Council, the summary's focus on City Council priorities, and the more detailed breakdown of citizen survey results are just some of the efforts the City Auditor is putting forth to make the comprehensive report even more relevant.

"Even excellent reports need to be read and used by decision-makers and the public," Blackmer said.  "We're working to bolster our efforts to promote the information in our report to the City Council and the public," he said.

The report is available on the Audit Services Division web at: www.portlandonline.com/auditor/auditservices.  Printed copies are also available at the Audit Services Division, at 1221 SW 4th Avenue, Room 310, Portland, Oregon 97204.  Copies can also be obtained by calling the Audit Services Division at (503) 823-4005.  Copies can also be reviewed at Multnomah County library branches.

EXTRA:  The City Auditor's Office received a Certificate of Achievement in Service Efforts and Accomplishments reporting -- awarded earlier this month from the Association of Government Accountants (the AGA).  The organization held its national conference in Portland in mid-November.  10 state and local governments from around the country received the achievement certificates.
