Thanks for the update.

As you know from my published statements on the issue, I do not support using new or existing city general fund tax dollars or tax increment financing to subsidize a local Major League Baseball team or a new baseball stadium.

Regarding PGE Park, earlier this year I proposed that the City and the League use a competitive and open request for proposals (RFP) process for selecting a new PGE Park operator.  My understanding is that the proposal for City Council consideration next week is not the result of such a process.  If true, I will be voting "no" on the proposal; without a competitive bid process we have no way of knowing if we are getting the best operator of PGE Park.

Commissioners –

Yesterday, the Florida Marlins announced that they were looking into relocation opportunities.  The Marlins have been trying to secure a new stadium deal in south Florida for a couple of years.  Substantial progress has been made, but the project is still short of funds which the Marlins are seeking from either state or local sources.  Their announcement yesterday was - at least in part – intended to put pressure on local and state officials to complete the funding plan for the new ballpark.  We suspect that this will be a slow moving process and the focus will remain on trying to complete the stadium plan in south Florida for the foreseeable future.   

Drew Mahalic from the Oregon Sports Authority and Steve Kantor from the Portland Baseball Group have responded to the media and have represented the community’s interest in the Marlin’s situation.

Near term, the City’s focus should be on completing the new operating agreement for PGE Park and supporting the activities at the park.  The Mayor will be filing the new operating agreement this week and the Council hearing will be next Wednesday.  Briefing materials were delivered to your offices Monday.  I have been in contact with your staffs to offer briefings, answer questions, etc.

Please let me know if you would like any additional details on the PGE Park agreement or the Marlins announcement.
