Sam Starts Community-City Liaison program

In an effort to strengthen the connection between city government and the City’s business districts, Commissioner Sam Adams is launching a district liaison program within the Office of Transportation and the Bureau of Environmental Services. The Community Liaisons will be points of contact for navigating City services and information. In the pilot phase, 11 city business districts will have a city staff person assigned from each of the 2 bureaus.
The Community Liaisons are charged with several primary responsibilities. They will:
• Establish a two-way communication between citizens, business owners, business employees, business district associations, and City staff;
• Provide assistance and serve as an advocate on neighborhood and business district issues as well as work to identify emerging issues in the district;
• Advocate the investment of city resources in neighborhood and business districts based on the overall Community’s needs and goals. Advocate, where appropriate, for policy changes that reflect the district/association’s interests.
While the pilot includes eleven business districts, Sam expects that every business district and neighborhood association will have a liaison by January, 2006. The business districts selected for the pilot project include: St. Johns; Central Eastside Industrial District (CEID); Columbia Corridor; Hollywood; Pearl; Multnomah Village; Foster; Northwest Industrial Neighborhood Association (NINA); Downtown; Gateway; and 82nd Avenue Business Association.
The goal is for the liaisons to respond to concerns and requests for information within one business day. The liaisons will participate in community based meetings on a regular basis, are tasked with bringing issues and concerns forward to appropriate staff and ensuring a comprehensive and timely response back to the community.
