The tram project, is of course, in need of financial controls to prevent the City from taking it on the budget chin as the costs continue to climb.

There are enough financial advantages to those benefiting from the development, Dame, Williams,
OHSU, etc., for them to foot any increases in the cost.

$60 million would buy one heck of a fleet of earth-based transportation vehicles and go a long way to paying for the operation for decades to come ...as an alternative.

But Portland is into it now so controls are the next logical step, now that management is changing.
