Bike safety
It seems that this problem has appeared earlier and been solved by others, specifically California. Instead of cluttering intersections with these bike blockers, they simply required drivers to pull into the bike lane while waiting to turn right, forcing the bicyclists to wait their turn in line to go straight, just as car drivers have always had to do. When traffic allows, half a dozen cars can turn right on every red, and the car in the right lane that is going straight, well, holds up the rest behind until the light changes.
It's worked for decades this way, and California discovered it works just fine to keep bicyclists from being run over. When this was first suggested here, some activists whined about "losing their rights"-- what rights? The right to be run over? Their right to violate decades of tradition and the laws of physics to go straight while people to their left are attempting to turn right? Having the right turners block the bike lane, as California has discovered, saves lives while improving the flow of traffic. We'd be nuts not to learn from their experience.
