Good thinking: the same strategy was used to narrow the field of Sellwood Bridge replacements.

Let's build a new bus lane, two new bike lanes, and a wide sidewalk on both sides. But don't increase the vehicular lanes, because that might make driving more convenient.

We need to force those flat-earthers to sit in a traffic for an hour or two if we are going to sell them on public transit.
