Perhaps the biggest opportunity to address global warming in this region is the Columbia River Crossing.
I hope Sam will look for a solution there that actually reduces vehicle trips and does not bring thousands more motor vehicles into Portland.
Instituting variable priced tolling on I-5 and I-205 now will reduce congestion, generate income for whatever gets built and make a strong statement to the world about how this region will address global warming. How about it Sam?
