They need to ramp up
They need to ramp up enforcement on ALL road users, Keith, and they need to find a way that doesn't simply result in "oh, let's avoid this intersection, there's a sting there today!" behavior. For all those who fail or refuse to recognize that traffic laws exist to require safe behavior, it is imperative that the threat of a ticket or citation not be a minor inconvenience - if staying alive and not hurting or killing others is not a good enough incentive, then the threat of penalty must (sadly) become a deterrent. This goes for everyone from cyclists running stop signs to the ubiquitous over-the-speed- limit-but-it's-okay-because-it's-less-than-fifteen-over driver (a case of lawbreaking which, Mr. I Drove A Delivery Truck for A Year, is indeed more often than not ignored by our police bureau).
