Abandoned/stolen autos

Recently, I had my car stolen from in front of my home. It was immediately reported to the Portland Police. Apparently, a couple of days later it was abandoned about a mile and a half from my home. People in that neighborhood reported it to the city as abandoned. Then someone from the Abandoned Auto Program tagged it with a purple tag telling someone (who? I don't know since I had absolutely NO idea that my car was sitting where it was)that the car would be ticketed or towed if not removed.

About three weeks later, the Portland Police found my car and returned it to me. I am highly annoyed that the Abandoned Auto people were unable to check a license plate or VIN number to learn that the car was stolen weeks earlier. This office seems like a total waste of citizen tax dollars if it's sole function is to ticket and tow without ever checking to see if the auto is a stolen vehicle. What can be done to change this useless program to make it more helpful to those of us whose property is stolen?
