I, too, agree with Jim Howell. I think Sam has it within his power to bring this CRC boondoggle to a halt. I think he would have plenty of allies at Metro, Multnomah County, and the City Council if he took the courageous position of voting for the no-build option.
Right now, Light Rail to Vancouver is being held hostage by this mammoth project. The sooner the project is stopped, the sooner we can start designing an environmentally sustainable link with Washington.
Gary Toth makes some good points. Back in the early 1970's, the City Council and Governors McCall and Straub stopped the Mt. Hood Freeway for the sorts of reasons that Toth is smart enough to have rediscovered himself, three decades later.
