Charge the road users

It is wrong for road funding (including things like pollution cleanup) to come from sources like property taxes that are not based on the actual amount of road use. It can encourage more road use (leading back to the starting point--a need for more funding) which leads not only to more traffic and pollution but also to decreased transit use and higher fares/subsidies.
