PAL offers Spring Break Opportunities for Students

PAL HOSTS SAFE HAVEN SPRING BREAK 2008

Portland, Oregon: March 24-28, 2008, the Police Activities League of Portland will be hosting Safe Haven Spring Break 2008 at the PAL Youth Center, 424 NE 172nd Ave.

Youth ages 8-17 are encouraged to participate in this week-long event. Activities will include basketball tournaments, soccer clinics, art projects, field trips and a closing barbecue. Several sponsors are supporting the camp including the Trail Blazers, Portland Police Bureau, Boy Scouts, Villa De Clara Vista, Clear Creek Community Church, Sunshine Division, Safeway Foundation and Rockwood Weed & Seed.

Funds are still needed for transportation expenses.

Registration forms are available at the PAL Youth Center, or PAL's main office at 449 NE Emerson. Permission slips for field trips will be made available on Monday March 17, 2008.

PAL is a non-profit agency building partnerships between youth, police and the community through recreational, athletic and educational programs designed to develop and encourage good citizenship and improve the quality of life in the Portland Metro area.

The PAL of Greater Portland Youth Center accepts new youth members year round. PAL is open Monday-Friday, 2:30-7:00 p.m., after school, with extended time during school holidays. Spring Break (March 24-28) hours are 10:30am-5:30pm Monday-Thursday and 10:30am-3:30pm on Friday, with some earlier starting times for field trips. Youth membership fees are $50 for the year or $25 for families that qualify for school reduced lunch. There is a one-time cost of $5 for Spring Break only. See the web page at www.palkids.org.

The Beaverton PAL program, located at 12500 S.W. Allen Blvd, is also offering a Spring Break camp, March 24-28, from 8am-6pm. The cost is $50 for the week. Special activities will include field trips to Beaverton Swimming Pool, Beaverton Library, Nickel Arcade, and Barbecue (weather permitting) on Friday. Drop in activities will also be available to Center members in the afternoon including movies, pool tournaments, ping pong, foosball, art, and video games. The Intel Computer Clubhouse is fully operational with exciting projects now including Adobe Photoshop and Illustrator, web page design and flash video game creation. A Penny Saved is a Penny Earned...or in this case Budgets Strategically Allocated are Lives Saved

A few weeks ago, on Feb. 20th , the Office of Youth Violence Prevention reported to City Council. During the morning session it became clear there are three necessary legs of a stool to tackle gang problems: law enforcement, parole and probation, and community outreach programs all need to be present and strategically working in partnership.

There is a serious recent up tick in gang activity here in Portland. The Police Bureau's Gang Violence Response Team is called out to incidents when the attending officers suspect gang involvement. It was reported that 100% of the cases in which the GVRT was called, turned out to be gang related.

The numbers clearly show the increase, but so do the reports we see on the news and in the papers: six shootings within the last two weeks, mostly gang related according to Commander Dave Benson of the Portland Police Tactical Operations Division. In East Precinct there have been two severe beatings within recent weeks and one shooting, according to East Precinct Commander Mike Crebs.

During the early and mid 90's Portland geared up and effectively faced our then emerging gang problems. At council, those early days and the need to get out in front of the problem immediately came up; not allowing it to grow out of control before we devote the necessary resources.

We in City government are in the midst of developing the City's budget for 2008-09. Sam and Commissioner Sten, along with Citizen Budget Members Mary Edmeades and Martin Medeiros make up one of the 2 panels pouring through budget proposals.

This panel is responsible for reviewing the Police Budget and making recommendations to the Mayor who will propose a budget for council approval. We are asking for the Gang Violence Response Team to be increased and to add uniformed officers back on the team. Police Chief Rosie Sizer was able to respond to these concerns with the bureau's plans and strategy. I figure some folks like video, so you can watch the proceeding below or check out City Net 30.

A lot was learned about prevention, intervention, and enforcement back in the 90's; we need to draw upon that knowledge and reallocate our public safety resources to step in front of the increasing gang problems now.

More CASH for Portland

CASH (Creating Assets, Savings and Hope) Oregon, in partnership with the City of Portland, has a year of growth and development. CASH Oregon helps CASH helpspeople receive the money that the IRS owes them. Many qualify for refunds, even if they owe no taxes. But people must file their tax returns to receive their refunds, either their Earned Income Tax Credits, federal tax refunds or other credits due them. In 2007, CASH Oregon and AARP Tax-Aide formalized their growing partnership to develop more capacity to serve our residents.

The results for our community have been good: CASH connected working families in Portland to over $440,000 in Earned Income Tax credits and over $1 million in federal tax refunds. And, with the help of dedicated volunteer tax preparers, CASH saved working families over $330,000 in tax preparation fees.

There are still an estimated 15,000 Portland residents who qualify for tax credits, but who are not filing returns and collecting the money they are owed. We will keep working with CASH, AARP, the IRS, and other partners who are determined to bring these substantial dollars home to our low-income families, and to our local economy.

Our Team's Third National Night Out: Party for Safety

On August 7th 2007, a minivan-load of Adams' staff, associates, and Sam headed out to wander from one NNO party to the next. Each year we target a quadrant of Portland to visit. We call ahead to make sure the hosts are ok with our visit, then head off, happy to be out meeting neighbors at the parties. National Night Out is Party on Mt. Taboran annual event, designed to heighten community awareness of crime and drug prevention and the role that each and all of us play in prevention.

Our team also uses the opportunity for newer staff and associates (interns) to learn about Portland neighborhoods,and residents' concerns regarding crime and other issues. A great view of the partyWe visit an average of 11 parties...this year it was eleven on the nose, and between the parties we laugh, talk, sing (if you call it that), and write down any issues we heard about or make note of anyone we need to follow up with. This year we covered a wide range of parties throughout inner southeast, arriving at the first party in time to help set up, and leaving the last as dusk turned to dark. It was a great evening, with parties large and small.

Party in the neighborhoods‘Neighbors knowing neighbors' is the single most effective crime prevention tool all of us can use. The annual parties are fun, but the underlying value is that neighbors organizing and partying together sends a message to criminals that people are watching out for each other and for the safety of their neighborhood.

The Office of Neighborhood Involvement website is a one-stop source for information about Neighborhood Night Out, Crime Prevention, and Together Again...neighborhood organizing. Come August 2008, think about holding or attending a party in your neighborhood...and look for the minivan with Sam in the passenger seat.

Eliminating a Drug Den

A lot of workAs North Interstate climbs up to meet the Broadway Bridge, passing the grain elevators to the west, the road has been built up and underneath it is an area that is often called the "Tillamook Caves". For some time people have camped under there, creating "homes" with cardboard, old mattresses, discards and such. Everyone I have spoken with, whether it is police, homeless advocates, Portland Transportation Dept. employees, business owners, describes it as a scary place, a camp filled with criminal and dangerous activity. When police did a clean up there several months ago, they hauled out multiple dumpsters full of stuff, including filling a five-gallon bucket with used needles.

Portland Police Officer Jeff Myers brought the situation to our attention as it is both a public safety issue and Transportation Bureau property. This was a case where a picture was worth at least a thousand words. The area has since been cleaned up, but more action was clearly necessary.

The Portland Office of Transportation (PDOT) is fencing off the caves and funding most of the project with additional financial assistance from the Police Bureau and adjacent business owners. Our business partners in this project are: CLD Pacific Grain, Glacier Northwest, Peter Corvallis Productions, Carlton Service, and Widmer Brothers Brewing Company.

Work is underway and will be completed by late February, 2008. It is an extensive area, difficult to access, and steep. So far about 150' of the 700' fence has been fabricated and installed. It is an engineering and construction challenge, so kudos to PDOT's Bill Clark and the City of Portland Bridge Crew doing the work. Union Pacific is helping to coordinate trains and workers while the construction goes on adjacent to the tracks. Commander Bret Smith, Lit. Bob Day, Officer Blaine Tyler, and Officer Jeff Myers have been working with us to move this project forward.

All veterans deserve our respect and appreciation for their service to our community and country. This is an issue that resonates deeply with Portlanders of a wide range of political beliefs. No matter where individuals stand on particular wars, or war in general, those citizens who serve and put themselves in harm's way as part of that service deserve our welcome and support when they return home. Welcome Back

To address support needs many veterans experience when they return to civilian life, the Veterans Reintegration Summit was held on Oct. 29, 2007. The primary goal was to explore how businesses, higher education leaders, healthcare providers, civic leaders and citizens can come together to help veterans receive resources they and their families need to return to their normal lives.

More than 18,200 Oregonians have served in Iraq or Afghanistan since the beginning of hostilities. Over 5,000 of those troops are from the Oregon National Guard (ONG) and many others are from various service reserves. Approximately 1,750 of these soldiers are from the Portland area.

The summit was co-hosted by City Commissioner Sam Adams, Multnomah Commissioner Jeff Cogen, Clackamas County Commissioner Martha Schrader, Washington County Commissioner Desari Strader, the Oregon National Guard represented by Brigadier General Michael Caldwell, and the Portland Business Alliance represented by Chair Sam Brooks.

The summit brought together education, jobs, healthcare and family Waiting is Hard Worksupport experts, many of whom are veterans, to describe what veterans face when they mainstream back into their former lives, as well as identify some of the new issues being faced by Iraq and Afghanistan veterans.

Participants worked in four break-out sessions to identify how their respective companies or organizations can provide resources and services to local veterans. The day was a combination of education on the issues, identifying the resources available as well as those that are needed, and discussions of efforts to be developed to address the veterans' unmet needs.
The community leaders left the summit determined to initiate change in their businesses and institutions to address the needs of veterans. They also asked to return in six months to discuss what changes they have made, and what challenges they face in providing necessary resources.

River Public Safety Task Force Increases Service Effectiveness

Multnomah County Sheriffs and Port of PortlandSam's intention regarding public safety is to identify what is necessary to provide public safety services in the most effective and efficient manner possible, regardless of who is doing the providing. Services are divided up by the type: generally fire, law enforcement, and emergency. And they are divided by the jurisdiction: Portland, Multnomah County, Gresham, Vancouver, Clark County and such. While a division of labor and responsibilities is necessary, there are trade-offs as each agency works independently and establishes its own protocols, communication systems, and record and data reporting methods. When you add the unique aspects of providing pubic safety upon water, the need for intentional coordination and communication is clear. While coordination and cooperation happen already, there is room for improvement.

The River Public Safety Coordination Task Force was organized to implement a specific set of assignments designed to improve the quality of service coordination among river response agencies, enhance efficiencies where possible, and offer better data reporting regarding on-river activities by public safety providers. The River Task Force is made up of members from eleven jurisdictions, two independent citizen members, a project manager from Commissioner Adams' office, and facilitator/project coordinator John Campbell of Campbell DeLong Resources, Inc.

The task force was charged with the completion of the following four tasks, all of which have been completed:

1. Develop an Enhanced Reporting System. Develop an effective and reliable reporting system that defines and collects data needed to effectively manage a coordinated river safety services system.
2. Improve Radio Communication & Dispatch Methods. Develop improved radio communication and standardized emergency dispatch methods for all public agencies providing public safety on waterways in Multnomah County.
3. Improve Radio Communication & Dispatch Methods. Develop improved radio communication and standardized emergency dispatch methods for all public agencies providing public safety on waterways in Multnomah County.
4. Develop a Towing Service RFP. Develop a Request for Proposals to establish towing service from private tow assistance businesses for non-distress river calls. Recommend the RFP to the appropriate governmental jurisdiction for implementation.

The final report has been reviewed and accepted by the Task Force Members and will be taken to the various jurisdictional leadership in January, 2008. Ongoing partnership agreement: In recognition of the significant value of regular communication among the various river response agencies, a protocol was developed to ensure the level of communication represented by the task force and its predecessor committee would continue. The Portland Fire Boat on a beautiful night in the Cityprotocol calls for the formation of a committee comprised of representatives from river response agencies (and citizens) that would meet on a regular basis to discuss and solve issues that arise during river events, as well as serve to further communication and cooperation among river response agencies.

The Labor Day Picnic is a union tradition, and a great one. Thousands of people show up each year to share the day. Barbecues are sizzling and smoking all over the place, balloons float on air setting the festive feel and signaling people to their own union's section of the grounds. Several languages float together and laborers from all over our region break bread together. And chow down on burgers, and chicken, salads, chips, and desserts.

The same young man I spoke of earlier assured his mom he was tall enough to go on a certain amusement park ride, and she replied in the age-old parental rejoinder: "We'll see."

Ole FriendsSam and I made our way from picnic to picnic saying hello to old friends and laughing as "how's life" chat mixed with work talk: "thanks for your efforts on this, Important Workand please look into that." But the warm air, the carnival rides, the clatter, and the many visiting voices blending in with the music from the stage added up to a great picnic. While the history of labor and of Labor Day is complex and important, this day was one for everyone to relax and enjoy the fruits of their labor as a community.

Starting out in the Sunnyside NeighborhoodNational Neighborhood Night Out has become a tradition in Sam's office. Each year a van load of staff join Sam in attending several of the neighborhood parties throughout one quadrant of Portland. This year we visited parties in SouthEast Portland.Mt. Tabor Neighbors

Our intention is to honor all those people gathering together as neighbors to get to know each other, share a meal or music, and to reinforce the importance neighborliness plays in crime prevention.

Foster-Powell NeighborsThe event is an annual reminder that knowing our Good Food and Good People in Woodstockneighbors is the number one most effective crime prevention tool for keeping our neighborhoods safe and livable. Recognize and watch out for each other; learn who may need assistance in an emergency; remember to be considerate to your neighbors are as you hold parties or events. We are more likely to feel that we have a great neighborhood to live in when we Woodstock as Night Settles Intake the moment to be a good neighbor.

National Night Out is also fun for our team, and it is obvious as we visit parties and picnics that the neighborhoods enjoy the event as well. People talk to Sam about their concerns, and about their corner of Portland.

Schools are starting up, and student energy will begin to focus in from the expansiveness of summer life lessons to the intentional lessons that make up formal education. Many of those lessons involve reading: either learning to read, or learning from reading.

Chalk It Up for Oregon LiteracyA few weeks ago Sam addressed those gathered for the Oregon Literacy event in Pioneer Courthouse Square.

Chalk It Up is an event where artists created beautiful works that depicted covers, characters or events of many popular books. The art pieces were sold and the proceeds benefited Oregon Literacy programs. The Chalk It Up website links to the pictures and identifies the artists.

Here are Sam's prepared remarks discussing the importance of reading and the literacy concerns facing many people in Oregon. Right now, 2 in 5 Oregonians struggle to read in their daily lives. No one is too young or too old to start learning to read. For an infant, the lessons begin by watching how a book is held and listening to the rhythm of written words. For adults beginning to read, the encouragement and respect of those around one as they step up to the challenge is very important.

Enjoy your last days of summer and cozy into fall with some good reading. Celebrate your ability to read and remember to reach out and encourage those who still need to learn this set of valuable skills.

Oregon Literacy exists because: knowledge empowers, and literacy should be a right for all.

JUST SAY NNO: National Night Out is TONIGHT, August 7th, 2007

It is National Night Out again when neighbors throughout Portland, and across the U.S. and Canada, gather for picnics on their streets or in their yards, sit out on the front porch, and in general visit with their neighbors. Portland typically holds over 150 picnics and parties, some are eight to 10 people, others are attended by hundreds.

Last year over 34 Million people participated in National Night Out events in the US and Canada. So walk about your neighborhood, or in your parks and find some neighbors celebrating NNO.

The idea is two-fold really: First, it is nice to know your neighbors and take time to visit. The second is that it is safer to know your neighbors and take time to visit. Knowing the people in your neighborhood is considered the Number One Crime Prevention tool we have.

Sam and members of our team have turned Neighborhood Night Out into a fun tradition. Each year we choose a quadrant of the City; we set out in the minivan of one team member, and visit as many parties as we can ...and that would like us to visit. This year we are visiting parties in the SE part of Portland. The size and style of parties vary greatly, and it is the variety that is fun. We hope to see you on Tuesday, August 7th. Even more importantly, we hope you see your neighbors on National Night Out.

National Night Out is a unique community event, celebrated in the United States and Canada, which focuses on prevention of crime and drug activity, and is held the first Tuesday of August every year. This year, NNO falls on August 7th.

NATIONAL NIGHT OUT is designed to:
• Heighten community awareness of crime and drug prevention;
• Generate support for, and participation in, local anti-crime programs;
• Strengthen neighborhood spirit and police-community partnerships; and
• Send a message to criminals that neighborhoods are organized and fighting back
• Promote emergency preparedness awareness

CASH Oregon has a Successful Tax Season

With support from the City of Portland, CASH Oregon (Creating Assets, Savings, and Hope) completed a successful tax season, assisting over 1500 taxpayers at its free Tax Aide site in the Lloyd Center Mall. This year, CASH connected working families in Portland to over $440,000 in Earned Income Tax Credits and over $1 million in federal tax refunds. And, with the help of dedicated volunteer tax preparers, CASH saved working families over $330,000 in tax preparation fees.

Yet, CASH connected taxpayers to more than just tax credits and refunds; it also connected taxpayers to the Portland Clean River Rewards program. All taxpayers coming to CASH Oregon's Lloyd Center office received information about the program and were able to talk a representative from the Clean River Rewards, who signed up eligible customers for the program as they waited to have their taxes prepared. Taxpayers who did not qualify for assistance were encouraged to spread the word about the discount. The CASH Oregon tax office provides a convenient and comfortable platform for working families in Portland to access the City discount program.

As a result of the City's partnership with CASH Oregon, many Portland taxpayers left the Lloyd Center Mall tax site with extra money to spend on their families or save for the future. In some households, refunds and water bill savings provided the resources necessary to satisfy immediate financial needs, such as paying bills or purchasing children's clothing. In other households, however, the returns provided the resources necessary to plan a solid financial future. As the relationship between the City of Portland and CASH Oregon continues to grow, the future financial stability of working families in Portland looks bright.

University System Improvements will Benefit Economy for Oregonians

An important economic impact for Portland and Oregon, will result from the capital funding allocation for the Oregon University System. The $561 million capital budget including the $60 million allocated to reduce the system's $640 million deferred maintenance backlog will help meet critical repair needs, and modernize classrooms and laboratories.

The efforts that will take place on campuses across Oregon will also create more than 11,800 construction jobs over the next several years. The projects will provide a $1.25 billion economic output of goods and services through the projects, and provide almost $400 million in increased earning for Oregonians.PCAT Building in the Background on PSU Campus

Portland State University will benefit with funds to help with the redevelopment of the PCAT building (that is the older turquoise tile building on 5th and 6th Avenues); improvements in the Science Teaching and Research Center; Science Building repairs and updating; and Lincoln Hall repairs. The Economic Benefits will Roll Out to Portlanders

While the improvements will be excellent for PSU, the economic impacts of those projects will roll out to Portlanders far beyond the campus.
